Florence Abele Anguzu is an Assistant Commissioner for education services in Education Service Commission. She has served in this position since December 2018.
She holds a Master’s degree in Educational Management and Administration from Makerere University (MUK), a Bachelor’s degree (Hons) with Education (MUK), a Post Graduate Diploma in Public management and Administration, Uganda management Institute. Post graduate Diploma in Local Governance and Democracy (Sweden) and Certificate in Administrative Law (MUK). She has participated in numerous workshops and Seminars that aimed at enhancing her skills and Knowledge in education related matters
Florence has 34 years’ experience in the education sector.
She worked as a teacher in three Secondary Schools; Mackay Memorial Secondary School, Kampala, Kitara Secondary School, Hoima and Mvara Secondary School, Arua. In all these schools she was the Head of Department for English language and Literature as well as Patron for debate Club. She also taught part time at the National teachers College Muni, lecturing to both in-service and the regular Students, many learners have therefore benefited from her relentless service in education.
Florence continued to pursue her career in education administration and joined the local Government as a Senior Education Officer at Arua Municipal Council then served as Principal education officer with Ministry of Education and Sports. To date she is the Assistant Commissioner for Education services in Education Service Commission. She has held other responsibilities while in Office such as Chairperson of Training Committee (Arua), Chairperson of HIV/AiDS Committee (Arua & ESC) and Chairperson of Contracts Committee (ESC & Arua).
She represents Education Service Commission on the Uganda Business and Technical Examination Board and is a focal point person for Persons with Disability at the Commission.
Outside the Commission ,she is a member of Lions Club, Arua who served as Secretary for two terms, Club President and a Zonal Chairperson.

Namagga Dorothy is an Assistant Commissioner Human Resource Officer in the Education Service Commission since November 2021.
Dorothy is a strategic Human Resource Analyst and holds:
- Master’s degree in Public Administration and Management from Makerere University;
- Bachelor’s degree (Hons) in B.A Social Sciences from Makerere University.
- Post Graduate Diploma in Human Resource Management from Uganda Management Institute.
- Certificate in Administrative Law from Law Development Centre, Makerere University.
- Chartered Certificate as Human Resource Analyst from American Project Management from United States of America.
- Post Graduate Certificate in Project Management and Evaluation by College of Business and Management Sciences in Makerere University.
She has 22 years’ experience in Human Resource Management in the Government Departments and Agencies.
During Dorothy’s tenure of service, she has worked with Education Service Commission as Human Resource, then Cancer Institute as Principal Human Resource Officer, Uganda Land Commission still as Principal Human Resource Officer, Kiruddu Referral Hospital as PHRO and currently in Education Service Commission as Assistant Commissioner, Human Resource Officer.
Dorothy Namagga is a member of the Uganda Public Service Human Resource Network and Human Resource Manager’s Association of Uganda. She is a Rotarian with Rotary Club of Kampala Day break.
Notable Achievements
While in Human Resource Service, Dorothy has championed a lot of key activities in Agencies for example, The restructuring of Uganda Land Commission in record time of 6 Months and Coordinating review retreats of the Uganda Land Commission bill with several stake holders.
At Kiruddu Referral Hospital at the inception of this new Vote, Dorothy was at the leadership helm that oversaw all human resource infrastructures implemented and Trainings conducted. Regarding Terms and Conditions of Service, Dorothy Namagga is highly experienced in all HR areas with a strong balance of strategic and tactical skills and significant value as a single contributor, performs in a team oriented environment and creates an atmosphere which drives desired bahaviours and performance.
