Professional Summary

A professional teacher who trained from Grade II, to master’s degree in Educational Administration and Planning and worked effectively as a Classroom Teacher, Deputy Headteacher, Head of Department and a Tutor in the Pre-service Teacher Education Program and a Tutor Counsellor (NITEP) and a Coordinating Centre Tutor (TDMS) in the In-service Teacher Education Program. As a student, I held various positions of responsibility including   being chairman of various school clubs, student deputy and principal of a PTC, chairman Teso Student Development Association (TESDA), Kyambogo Chapter (1995-1996), and coordinator of various class groups.

3.1 Educationist: Member of Education Service Commission (2014-to date)

• Appointed by His Excellency the president to serve as a member of the Education Service Commission to advise the president, recruit, confirm, promote and discipline staff in secondary and post primary tertiary institutions in Uganda. Very influential in the crafting and implementation of plans and activities of the commission.
• Served as a member of the Disciplinary Committee of the ESC.
• Serving as chairperson of the Confirmation Committee- designed quick mechanisms of ascertaining credibility of submitted officers’ documents and hence cleared a long-time backlog of unconfirmed officers. Being unconfirmed in the service once submitted to the commission is now history in the education service at our docket.
• Serving as a chairperson of the Annual Report Committee, a committee that has produced timely and accurate biannual and annual reports on the plans and activities of the commission for each accounting period.
• Serving as a member of the Advertisements and Appointments Committee, a committee that receives and analyses all submissions from the parent ministries for onward considerations by the full commission meeting for appropriate actions.
• Participates as a team leader whenever assigned in many upcountry recruitment, and supervisions of the commission’s field activities.
• Provides technical support to districts and agencies in the recruitment of staff into various office positions.

3.2 Legislator: Member of Parliament of Uganda (2001-2011)

• Represented Kapelebyong constituency as Member of Parliament in the 7^th and 8^th – a very active, lively, focused, factual and influential debater in the committees and the plenary of parliament. A lead person in popularizing and implementing NRM government policies in the constituency and the local region.
• Served as vice chairperson, then chairperson committee of COSASE- Tasked the institutions to account effectively.
• Served as a vice chairperson committee of Local Governments Accounts- with the then committee chairperson, Hon. Katuntu Abdu, initiated decentralization of investigations to regions at Gulu, Soroti, Moroto, Mbale, Tororo, Mukono, Mbarara and Fort Portal with the intent of reducing the cost of movement of local government accounting officers and in the spirit of getting parliamentary services closer to the people.
• Served as member of the committee of Social Services.
• Served as member of the committee of Public Service and Local Government.
• Served as the first vice chairman Greater North Parliamentary Association- Together with the first chairman of GNPA, Gen. Moses Ali brought the MPs of Northern and Eastern Uganda together to help government craft programs to facilitate quick recovery of the devastated part of the country due to various insurgencies and natural hazards such as floods. This helped to improve financing and implementation of programs such as NUSAF, CAIIP and NURP.

3.3 Peace: Maker: Justice Peace and Reconciliation Influencer

• Represented the government of Uganda as an observer during the Government of Uganda – Lord Resistance Army Peace Talks in Juba-(2006) influencing a lot of side and corridor talks ultimately leading to the signing of the ceasefire agreement.
• Participated as a Member of ‘soldiers of peace’ (Mon Me Kuc), a team that volunteered to mobilize the LRA fighters to assemble in the gazetted areas of Owiny Kibul, Rikwamba and Garamba as was agreed in part of the Juba Ceasefire Agreement.
• This team (Soldiers of Peace) also mobilized communities to apply traditional justice systems (Mato Put -Acholi and Apuconor-Teso) as some of the means of mitigating the effects of the LRA war.
• Participated in community mobilization to support the gallant UPDF soldiers commanded by then Silver Kayemba, then 3^rd Div. Commander to flash out the LRA rebels from Teso. The war that had persisted for over 17 years in the Northern Uganda lasted hardly 6 months before the rebels were totally dispersed from the Teso region.
• Created and supported two camps of internally displaced P7 candidates from the LRA war torn counties of Amuria, Kapelebyong, Kalaki, Kaberamaido, and Soroti in Atoroma and Kokorio Primary Schools (2003). All the 385 candidates sat and passed the PLE well
• Served as a Sub County Liaison Officer (Abarilela Sub County)-Presidential Peace Commission for Teso-; a commission that was established to spearhead mobilization efforts to end the UPA rebellion, and restore hope and development in Teso. I was key in mobilising peace and security through music galas, and games and sporting activities.

3.4 Teacher Educator: Tutor in Primary Teachers’ Colleges

• Served as a Coordinating Center Tutor (CCT) in charge Acowa Coordinating Center- Soroti CORE PTC (TDMS). Greatly influenced the communities’ participation to absorb the Government of Uganda Classroom Completion Grant project funds and so built 12 schools in three years in the coordinating center (1998-2000).
• Served as tutor counselor in charge of Katakwi cluster under the Northern Integrated Teacher Education Program (NITEP)
• Served as a preservice tutor at Nazigo and Soroti Primary Teachers’ Colleges
• Served as a general staff secretary-Soroti CORE PTC.

Mrs. Rose Izizinga

Rose Izizinga is currently a Member of the Education Service Commission.

She is a holder of a Bachelor’s Degree (Hons) in Literature, and a Diploma in Education from Makerere University; a Post Graduate Diploma with Merit in Education for Sustainability from London South Bank University, UK; a Certificate in Organising Staff Development in a Learning Organisation from Portsmouth University, UK; and she also did a John Templeton Fellowship in Gifted and Talented Education at The Connie Belin Jacqueline N. Blank International Centre for Gifted Education and Talent Development University of Iowa, USA.

Rose worked in the Education Service of Uganda for 37.5 years (from 1980 to 2018) starting as a teacher of Literature in English and retiring as a Headteacher. She worked in six schools:  Namasagali College, Kamuli; St. Balikuddembe Secondary School;  St. Peter’s Secondary School, Nkokonjeru; Christ the King Secondary School, Rakai District; Makerere College School, KCCA;  Kitante Hill School, KCCA.

She was the First Woman Chairperson of the current Association of Secondary School Headteachers of Uganda (ASSHU) (2006-2012) and she spearheaded its rebranding and repositioning as a strong Headteachers’ Voice, instrumental in the initiation of policy in education and its implementation. She is now one of its 3 Trustees.

In 2008, Rose became First Woman President of the African Confederation of Principals, (ACP) an Association that brings together Headteachers and Principals on the African Continent. Between 2008 and 2013, she was a Council Member of the International Confederation of Principals (ICP), an organization which brings Headteachers and Principals from countries in Europe, Asia, Africa, North America and South America together.

She has been a member of the Forum for African Women Educationalists (FAWE) Uganda Chapter since 1998. She was the Chairperson of Board of Directors, of the FAWE Uganda Chapter between 2009 -2016.  (FAWE is a Pan-African Non-Governmental Organisation Spearheading Girls Education in 33 African Countries).

She was a member of the Uganda National Curriculum Development Centre and the Board Uganda National Examinations Board Governing Councils and the Ministry of Education and Sports Sector Consultative Committee between 2007-2013

She was a member of the National Training Team for HIV and AIDS prevention in Uganda. She is a validated Master Trainer on the British Council Connecting Classrooms Programme and she validated trainers / facilitators in both School Leadership and Professional Development for Teachers and Headteachers for the Connecting Classrooms Programme in Sub-Saharan Region. She was also a facilitator on a number of British Council programmes like Transformational Leadership and the Connecting Classrooms Programmes.

Rose is also experienced mentor, motivational speaker and capacity development practitioner. She has been facilitating conferences, trainings, policy dialogues, and has presented papers nationally and internationally, since 1993.

She was a member of a number of School Management Committees and Secondary School Boards of Governors and was also a co-opted Member of the Uganda Law Council which regulates advocates in Uganda.

Exposure to all the aforementioned experiences has, among other things, given her sound proficiency in pedagogy; curriculum development; career guidance and counselling, mentoring, capacity building, management and leadership development, policy formulation, gender analysis, team building and communication; as well as strategy development and advocacy.

Dr. Beatrice N.K. Byakutaga

Education Record

Dr. Beatrice Nkwenge Kasande Byakutaga holds a Ph.D. in Educational Management, Planning and Administration (MUK, 2017), a Masters of Education (MUK, 1993), a Bachelors of Education (MUK, 1989), a Diploma in Education (MUK, 1982), a Diploma in Child Rights, Classroom and School Management (LUND University Sweden, 2010), and a Certificate in Teacher Education Proficiency (KYU & Agakhan University, 2009).

Employment Record

She worked as a Secondary School Teacher from1982 to 1987; Tutor, Primary Teachers’ College from 1989 to 1994; Lecturer at Institute of Teacher Education Kyambogo (ITEK) in 1994, and Principal of Nakaseke and Shimoni Primary Teachers’ Colleges from 1994 to 2019.

She was appointed a Member of the Education Service Commission with effect from 11^th July 2020 for a contract period of four (4) years, up to 10% July 2024. She still holds the position to date.

Some of the duties she executes are: – attending full Commission meetings and making decisions regarding: – tendering advice to the President on matters pertaining appointments, confirmations,

promotions, training, discipline and exit of public officers; review of terms and conditions of service and national standards of education service; polices and best practices for management of education service human resources; providing technical support and guidance to District Service Commissions relating to Education Service.

She is a writer and author. She has written a number of training materials and books including Tutor Training modules, Tutor text books, Management Training Manuals, Primary School Pupil Books and, a ‘Competency Profile for Primary: school Teachers’ Handbook.

She has been part of the teams. that developed curriculum for BTE for KYU and UNITE, and Continuous Assessment Guidelines for KYU.

She participated in Action Research on Management of Growing Up and Sexual Maturation in selected primary schools in greater Luwero Region, and Increasing Retention through Improved Literacy and Learner-friendly Schools in selected primary schools in in greater Luwero and Mpigi districts of Uganda.

She has participated in various training programs as a Trainer of Trainers and a National facilitator. She has played a role of support supervisor, mentor, coach, accounting officer and overall manager in Institutions of learning.

She was the first female Chairperson of Principals’ Association of Uganda (PAU), an Association for Primary Teachers’ Colleges. In that capacity, she represented the Principals/Colleges on various governing Boards/ Councils including UNEB, National Curriculum Development Centre, and STIR Education.

She was a Member of the Rewards and Sanctions Committee of the Ministry of Education and Sports, as well as a Member of the Inter-Ministerial Committee on salary Harmonization.
